New York City Local Law No. 161

The New York City Local Law No. 161 requires employers to promote awareness of legal rights and protections for workers. Beginning July 1, 2024, New York City employers must provide a copy of the Workers’ Bill of Rights to each current employee and new employees upon hiring. The Workers’ Bill of Rights must also be displayed in a conspicuous location that is accessible and visible to employees. The Workers’ Bill of Rights includes a QR code that gives access to a webpage that includes information about rights under relevant federal, state and local law that apply to employees, prospective employees or independent contractors in the City. The webpage also informs individuals that certain laws apply to workers regardless of immigration status.

Posting Requirement

All New York City employers must post the Workers’ Bill of Rights where employees can easily see it and give a copy to all current employees and new employees upon hiring. (NYC Admin. Code § 32-102) Employers that regularly communicate with its employees via an online platform, must make the bill of rights available on their platform. Employers that fail to adhere to the posting requirement will receive a warning for the first violation and could face penalties of $500 for subsequent violations.
