Connecticut Paid Leave Program
In 2019, the Connecticut Public Act 19-25 was passed to create a paid family and medical leave insurance program. The Paid Family and Medical Leave Act provides workers access to paid leave for life events covered under the federal Family and Medical Leave Act of 1993, the Connecticut Family and Medical Leave Act and the Connecticut Family Violence Leave Act. These qualifying events include:
- The birth of a child of the employee
- The placement of a child with the employee for adoption or or foster care
- To care for a family member of the employee if such family member has a serious health condition
- A serious health condition of the employee
- To serve as an organ or bone marrow donor
- Experiencing family violence
- For any qualifying exigency, arising out of the fact that the spouse, son, daughter or parent of the employee is on active duty, or has been notified of an impeding call or order to active duty, in the armed forces
- To care for a military member who is injured during active duty
All Connecticut employers with one or more employees must participate in the program. Employers will be responsible for withholding and submitting the payroll deductions for each employee. These deductions must be submitted to the CT Paid Leave Authority quarterly. Failure to make appropriate contributions may result in penalties in addition to the required withholdings. The payment of benefits to eligible employees will start on January 1, 2022.
