Who must post the Los Angeles County, CA Human Trafficking Poster?

The Los Angeles County Prevention of Human Trafficking Ordinance (LACC § 13.110) requires certain businesses operating in the unincorporated areas of Los Angeles County to display a poster informing patrons and employees of the types of work that may be at risk for human trafficking, how to report suspected human trafficking, and how victims can access help and services through the National Human Trafficking Hotline or the California Coalition to Abolish Slavery and Trafficking.

Businesses or establishments subject to the Ordinance must display the Los Angeles County, CA Human Trafficking Poster:

  • In clear view, near the public entrance to the establishment.
  • In English, Spanish, and any languages spoken by at least 20% of the employees and/or 20% of the patrons of the business.

What businesses or establishments are subject to the Ordinance?

The following businesses and establishments are subject to the posting requirement:

  • Bars and night clubs licensed to sell alcoholic beverages for on-site consumption
  • Adult or sexually oriented businesses
  • Primary airports, intercity passenger rail or light rail stations, and bus stations
  • Privately owned truck stops
  • Emergency rooms within general acute-care hospitals
  • Urgent care centers
  • Farm labor contractors
  • Privately-operated job recruitment centers
  • Roadside rest areas
  • Businesses that offer massage or bodywork services
  • Hotels, motels, bed and breakfast inns, hostels, and boarding houses
  • Restaurants
  • Community Care Facilities
  • Skilled nursing facilities
  • Barbershops, hair salons, and nail salons
  • Gas stations
  • Retail stores that sell food or household goods
  • Domestic violence shelters and homeless shelters
  • Primary care and reproductive/sexual health services providers and facilities
  • Garment manufacturing establishments
  • Places, buildings, or structures where any commercial goods are stored
  • Construction sites (multi-family, commercial, or mixed-use developments)
  • Businesses providing janitorial or building maintenance services

Can employers post another Human Trafficking poster?

Businesses may post another Human Trafficking poster provided it complies with the requirements of the Ordinance. The California Human Trafficking Poster (#05734) complies with the requirements of the Ordinance.
