PA H 439 Discrimination
This new law prohibits discrimination based on hair texture and protective hairstyles by amending the Pennsylvania Human Relations Act. The term “race” has been amended to include “traits historically associated with the individual’s race, including hair texture and protective hairstyles”. Protective hairstyle is defined as “locs, braids, twists, coils, Bantu knots, afros and extensions.” Additionally, the term “religious creed” has been expanded to include head coverings and hairstyles historically associated with religious practice. The law is scheduled to take effect January 26, 2026.
