Occupational heat stress, as defined by the National Institute for Occupational Safety and Health (NIOSH), occurs when metabolic heat, environmental temperatures, and heavy personal protective equipment (PPE) combine to cause heat storage within the body. Understanding Heat Stress Hazards and OSHA Compliance

Fortunately, heat-related illnesses are completely preventable. Federal OSHA enforces heat safety under the General Duty Clause of the Occupational Safety and Health Act of 1970 (29 U.S.C. § 654, 5(a)(1)). This requires employers to maintain a workplace free from recognized hazards, including extreme heat, that are likely to cause death or serious harm.

To stay compliant and protect employees, workplace safety programs should align with OSHA’s core recommendations by implementing two main types of controls:

  1. Engineering Controls: Physical or design changes that lower heat exposure, such as installing air conditioning, increasing ventilation, or providing shaded recovery areas to facilitate evaporative cooling.
  2. Administrative Controls: Organizational adjustments, such as shifting work hours to cooler times of day, pacing tasks, enforcing fluid breaks, and establishing acclimatization schedules for new or current workers.

Beyond structural controls, comprehensive training forms the true foundation of any effective safety program. All workers and managers should receive clear instruction on recognizing hazards and taking fast action. In particular, supervisors carry the day-to-day operational responsibility to enforce safeguards by:

  • Enforcing gradual acclimatization schedules for new or returning team members.
  • Actively monitoring daily weather reports and responding to hot weather advisories.
  • Encouraging and tracking adequate fluid intake and mandatory rest breaks.
  • Executing emergency response plans swiftly when symptoms arise.
