California Implements New Claim Filing Procedures for Unemployment, Disability and Paid Family Leave Benefits
California employers – it’s time to update workplace posters! The California Employment Development Department (EDD) has revised the mandatory-to-post Notice to Employees – Unemployment Insurance (UI), Disability Insurance (DI) and Paid Family Leave (PFL). The California revised UI, DI, and PFL workplace posting describes program benefits and eligibility and explains the EDD’s new claim filing procedures. The most significant changes are the web services through which online claims are initiated and discontinued claim filing features.
- Online claims for Unemployment Insurance (UI) must now be filed using the “UI Online” website.
- Online claims for Disability Insurance (DI) and Paid Family Leave (PFL) must be filed using the “SDI Online” website.
- The former unemployment filing web service, eApply4UI, is no longer operative.
- The Optical Character Recognition feature has been removed from DI and PFL paper claim forms.
New terminology and filing procedures for UI, DI and PFL programs
- Unemployment Insurance – Partial income replacement paid for by the employer. Employees must meet all eligibility requirements, including being available for work and searching for work.
How to file a new UI claim:

- UI Online – New service/new web address.
- Phone – New days and times representatives are available by telephone.
- Mail or fax – Some customers using UI Online will be instructed to mail or fax their UI application form to the EDD.
- Disability Insurance – Partial wage replacement benefits funded by employees’ contributions. DI is available to employees who are unable to work because of a non-work-related illness, injury, pregnancy, or disability.
How to file a new DI Claim:

- SDI Online – New service/new web address.
- Mail – An employee may file with the EDD by mail a paper claim form obtained from one of the listed resources.
- Paid Family Leave – Partial wage replacement benefits funded by employees’ contributions. Paid Family Leave may be taken to care for a listed family member with a serious health condition and to bond with a new child as described.
How to file a new PFL claim:

- SDI Online – New service/new web address.
- Mail – An employee may file with the EDD by mail a paper application obtained from one of the listed resources.
Posting Compliance
The UI/DI/PFL Notice to Employees posting change is effective immediately. Employers can stay up to date with the posting requirement using a Notice to Employees – Unemployment Insurance, Disability Insurance and Paid Family Leave Peel ‘N Post to update an existing California All-On-One Poster or by purchasing a new California All-On-One Poster or California Mobile Poster Pak which have been revised to include the updated UI, DI and PFL Notice to Employees.
Additional EDD Program Notice Distribution Requirements
Employers are also required to provide employees with the following EDD pamphlets:
- Unemployment Insurance Pamphlet – Must be provided to the employee when the employer discharges, lays off, or places the employee on leave of absence.
- Disability Insurance Provisions Pamphlet – Must be provided to newly hired employees and to each employee who is unable to work due to a non-work-related illness, injury, pregnancy or disability.
- California Paid Family Leave Pamphlet – Must be provided to newly hired employees and to each employee who is taking time off work to care for a seriously ill family member or to bond with a new child.
